At the end of 2023, RES submitted a Section 36 application to Scottish Minsters for consent under the Electricity Act 1989 for its 18-turbine Torfichen Wind Farm proposal in Midlothian.

In March and November 2025, RES has submitted Additional Information to answer or respond to various consultee queries.

The planning application and associated documents are available to view, and comments on the proposal can be made, on the ECU website at www.energyconsents.scot and by searching for application reference number ECU00004661.

Feedback will be assessed against the proposal and a determination made by Scottish Ministers in due course.

Planning and Sustainable Place Statement - Examines the national and local planning policy context for the Torfichen Wind Farm proposal, and the balance which needs to be struck between the need for wind energy development and the effect of the proposed development on the local environment. It also takes account of the benefits which could arise from the construction and operation of the development.

Pre-application Consultation Report (PAC) - Explains how and when the community was consulted before the planning application for the redesigned proposal for Torfichen Wind Farm was submitted to Scottish Ministers and how RES has responded to feedback from the community regarding the proposal.

Additional Information

In March 2025, RES submitted Additional Information (AI) in relation to the Torfichen Wind Farm Application. The AI provides updates to Battery Energy Storage System visualisations and landscaping information, cultural heritage photomontages, biodiversity plans, ornithology assessments, and private water supply assessments. The AI report also responds to requests for clarification on queries from the Environmental Impact Assessment report. The AI can be viewed by clicking on the links below:

Additional Information 2

In November 2025, RES submitted Additional Information (AI) in relation to the Torfichen Wind Farm Application. The AI provides responses to consultee comments on Cultural Heritage, ecology and biodiversity, and ornithology impacts. This includes updated Cultural Heritage Assessment and associated figures, updates to the proposed mitigation for ornithology impacts on curlew and black grouse and a re-assessment of the impacts of the proposed development if three turbines were removed.
